**Preheat the Oven**: Preheat your oven to 375°F (190°C).
**Prepare the Peppers**: Cut the tops off the bell peppers and remove the seeds and membranes. If needed, you can trim the bottoms slightly to help them stand upright.
**Cook the Meat**: In a skillet over medium heat, cook the ground beef until browned. Drain excess fat if necessary.
**Mix the Filling**: In a large bowl, combine the cooked ground beef, cooked rice, black beans, corn, salsa, chili powder, cumin, salt, and pepper. Mix until well combined.
**Stuff the Peppers**: Spoon the filling mixture into each bell pepper, pressing down gently to pack it in. Place the stuffed peppers upright in a baking dish.
**Add Cheese**: Sprinkle shredded cheese on top of each stuffed pepper.
**Bake**: Cover the dish with foil and bake for 25 minutes. Remove the foil and bake for an additional 10-15 minutes, until the peppers are tender and the cheese is melted and bubbly.
**Serve**: Remove from the oven and let cool for a few minutes. Garnish with fresh cilantro or parsley if desired.
